For the United States of America
The Bioterrorism Act of 2002 is the basis for stepped up activity to ensure food safety in the USA. The Food and Drug Administration has enacted new regulations in addition to those safety regulations in place (HACCP and cGMPs). We have put together a suggested reading list that will help you understand the current state of regulation in the United States.

     
The Bioterrorism Act of 2002  Signed into law on June 2, 2002, Title III Subtitle A is most relevant. This is the act that leads to the following FDA regulations.
   
The Final Rule on Record Maintenance  This Rule has the most day-to-day impact on food manufacturing
